Well, there are a few cats with "eyes like an old wounded soldier" around this neighbourhood so it is plausible yes.
I don't believe it's a homeless person. More like someone who ran away from home or a woman. He could easily be anyone of you.

If Joe's a cat, then judging by the lyrics, it would appear that Bernard has an unusually strong obsession with a pussy.
