Hopefully I'm not being too cynical...but aren't these award shows often used as publicity tools etc. Warner's probably knew that most of the voters (I believe that they are mostly music industry insiders right) would recognize the NO name and that they might have a chance at winning. I have to believe that Warner's has some influence over who gets nominated etc...and while they can't control it they can certainly make a pitch to the nominators.
Warner's wants to get as much mileage out of the investment that they have already made (WFTSC, Remixes and the tracks for the next album) so keeping NO's name out and about makes sense.
Also, this would let them put a sticker on reissues of WFTSC or a single that said "grammy nominated/grammy winning" that would help in marketing. Plus a grammy would let them pitch the next album as "grammy nominated/grammy winning" artist New Order etc...
The lifetime acheivement/godlike genius type of awards are also pretty much industry/record label controlled as well...they usually have to have some merit but its not an accident that NO won awards right around when WFTSC was being released and marketed.
