i've never heard of them referred to englandneworder, except on the WIM CD single.
it's pronounced bur-nurd, with the emphasis on the first syllable.
I guess the "World in Motion" was considered a duet/collaberation between New Order and the England soccer team, so they just glued the two names together for the single

I don't know anything about the first question, but people who speak American English usually pronounce his name as "Ber-nahrd", with an accent on the second half of the name. Others, like me, who have learned Commonwealth English, will pronounce it as "Ber-nurd", with an accentuating the first half of the name.
Well, Englandneworder is the official title of the artistes that recorded World In Motion

It's Bernard as in Buerre-nad rather than the American Burr-nard but a good deal of the time he's just known as Barney anyway.
