Why was Video 586 released back in 1997

Because part 2 was missing until 1997. Once it was located they could put the entire 22 minutes back together.
This was used to open the HAC and in JUNE 1997 the HAC closed.Maybe just a mark of respect....then again!

when i first herd it on the ikon vid, i just had to have it. i eventually overpaid for a used CD. or did i, havent seen one since.

Actually, I heard that Peter Hook didn't even know about the release until it happened, and that when he found out, he thought that New Order did something without him. Don't know where I read that.
So WHY did they release it? It is kinda odd that they decided to put it out. Somebody must have snuck it by them.

Because it was found in 1997 (from Niagara):
"5.8.6 was originally written as an experiment by Stephen Morris for the opening of Fac 51, the Haçienda, in 1981. It first appeared on several Factory videos, as a backing music for shots of the club in construction. The song was split in three parts, Touch released in 1983 two of them on the Featuremist tape. The last part (part two) was found in early 1997, and made it to the compilation Touch Sampler T_ZERO_2."

It's because some random record company got the recording and released it, as simple as that.
It's not a Factory/London release.
I always thought they just released it because it had been a very long time since they released anything.

It does sound a lot like a porn soundtrack come to think of it.
it was not just some random record company that put it out but the Touch label which is run by Jon Wozencroft who did a lot of filming for Joy Division and early New Order. They originally released in 1982 on their first cassette compilation. I'm pretty sure that some of the band must have known about and agreed to do the release. Touch is a great label for abstract ambient and obscure electronica, not a cash-in ripoff thing.

Didn't it also come out on exactly the same day as 'This Time I'm Not Wrong' and 'Shine' CD singles?
From memory that sounds possible, but can't remember getting all 3 on the same day though from HMV.
