It's "The Past doesn't matter" combined with "Ecstasy".

I used to think it said "Ecstasy addict", but when slowed down, it does indeed say "The past doesn't matter"...

I think the "Ecstasy" is from Joey Beltram's "Energy Flash"... check out New Order's Back to Mine comp, and you'll find the influence.
