Sounds like a couple samples could have been used here or there, but doesn't sound even similar to me.
Sounds like a prety run of the mill 80s dance track. Reminds me of Jellybean or Steve "Silk" Hurley and, like Jellybean or Steve "Silk" Hurley, its a bit bobbins.
Sounds plausible IMO... also explains why Shellshock is kinda crappy.
They needed a song for the soundtrack quickly, so they must have reworked some of the elements of this track. Shares some of the same percussion and synth effects, and even the shouted line "shell shock" is substituted for "one shot" with similar effect.
Hell, this one sounds very much like Confusion! Seriously, listen all the way thru. Even has a similar guitar solo, break, and effects at the end. And some Shellshock style keyboards.
Or maybe I'm hearing things
I bet they definitely used this song as inspiration.
