Some countries have only had NO come for festivals. Japan, for example. Since 2001, New Order have only done festivals here. (2001, 2005, and now 2012). But I'm not complaining about that, because it's not that hard for somebody (with the money, time etc) to travel to the places where the festival is held. So I'm happy they even come here once for 1 festival gig sometimes.

New Order are quite popular in America. At least in the major cities. New Order have large fanbases in NYC, Chicago, Detroit, LA, San Francisco, Seattle, and would probably do well in Cleveland, Miami, and Austin, not to mention festivals like South by Southwest, Coachella, and others.
The could easily do an 8 date tour of the States and hit all of the cities above, and do two nights each in LA, Chicago, and NYC, and make some money doing it.
If Peter Hook can fill out the Gramercy Theater in NYC then New Order could surely sell out the Roseland or Hammerstein Ballroom. If PIL could sell out dates on their 18 date US tour in 2009, I am sure New Order could do the same.
The US is a big country though.
