For the techies in the group: Now that I've figured out how to hack into my DVD player and make it multi-regional, how do I get a region 2 dvd that is in the NTSC format and not PAL, which is the format that all of the NO dvds are in?

Yes it is.
But you can also check if your DVD player has a NTSC<>PAL converter.. my Apex has one, it also have a special menu to disable the regional coding (some DVD don't work if you disable it though, it's rare, but it exists, so I have to turn it back on)
I'm guessing then, you can't hack in to your dvd player and make it pal compatible, like the regional code thing? If this is true, than wouldn't it be easier to get the 316 dvd from Japan (where is another question?)and eschew the purchase of the converter?
