I consider Guilt Is A Useless Emotion to be a legitimate single. Promo copies were issued, and you can buy the remix EP on iTunes (with unique artwork). It was nominated for a Grammy. I'm certain it charted on the Billboard Dance chart.
That being said, I still don't consider it a bona fide single in the same league as the other three from that album. Perhaps because I'm not living in the States.
GIAUE promo CDs - I have them, but they also exist for a bunch of tracks that weren't outright singles. iTunes Remix EP - Yes, the bunny rabbit art, but only released in one/limited territories. Grammy nomination - Don't even joke about how farcical the Grammy Dance award is ;) Billboard Dance Chart - Suspect there'd be plenty of promo tracks on there.
For me it was more of a promo-style remix package, available in limited territories. In some ways similar to True Faith 2001. It also isn't considered an outright single on Wikipedia. And it'd be the only "legitimate" NO single with no commercial physical release, plus no video.
But it did alert us to Mac Quayle and he put out some nice gear on the Mr Robot OST.
