Does anybody know/remember a band called Moving Targets? They were a three-piece band from Boston, MA who released their Hüsker Dü/Mission of Burma-soundalike debut album, Burning In Water, in 1986. Some time after that, they replaced their original bass player by a guy called Chuck Freeman. His input can be heard on the band's second album from 1988, "Brave Noise" (like the first, produced by Lou Giordano). As if the aforementioned influences aren't enough to display the band's excellent taste in music, the album's full with "Hooky bass". Coupled with frontman Ken Chambers' melancholy voice & fierce guitar playing + some energetic drumming, this make for a great record
