its never been tried, but heres a suggestion.
have a fairly similar structure to that of the moment, every month, each person is sent / emailed / shown tv ads with equal running time, by a pro anti and ron argument for (for instance 10) some major decisions to be made by government: i.e: higher health spending, raise the price of bus fares , go to war with a crazed ideologue, etc
each person has a (secure - think social secutity card/ bank card) voting line over the net / or through their tv, or, for the old at heart, their post office, and can cast a vote.
any problems, as you can see, wouldn't be technical, but "people getting what they wantable".
the debate continues, or doesnt (i note, on the other issues). id like (but dont expect) uncleliam to withdraw that post regarding my sympathising to some (between the lines degree) extent with suicide bombers.
