Why are Peanut M&M's in paper packets?

Cant be because the contents is of a nutty nature surely? I mean why not in plastic or foil like packs of peanuts :scratch: Twix's and KitKats are in foil packets so it cant be the expense of foil:confused:

i just noticed the other day, while in the check out lane, that Hersey bars are no longer wraped in silver foil paper. They are shrink wraped in silver plastic with the brown paper wraper on top......when did that happen?
