Actually, the burn of Chilli is caused by the small hook-like molecules embedding in your tongue like little thorns. Water does nothing but clean them, likewise beer, so in fact it can make the burning WORSE. If you suffer pain, milk is an ideal drink as the fats in it get between the chillie molecules and yer toungue and lube them enabling them to come off.
