The first page of this thread alone was almost 400K... not nice.
My guess is that, cos it's all active pages, client's browsers and/or proxy servers aren't cacheing properly, causing the whole lot to be requested from scratch with each page visit.
ASPX is great, but you have a HUGE viewstate being used, probably unnecessarily (it being a web page rather than an interactive forms based web application). You've also got some large avatars there - up to 62K in some cases, so maybe bung some size limits on there.
And I know they're unpopular, but try using frames, especially for the top banner, so it's only loaded once per site visit (rather than per page).
A bit of trimming on this stuff should do a lot to solve bandwidth limit probs.
I have the perfect solution: considering the right-wing, extremely-bastardized version of Christianity that the country (the USA) is turning towards, why not revise "New Order Online" to "New World Order Online" and promote it among the right-winger religion sites as "The place for open and honest discussion of how to get rid of liberals, Jews, Muslims, and anyone who doesn't agree with us"? We'll get huge amounts of sponsership from other ultra-right wing websites, and maybe even the Terrible Twosome of the nuts (Jerry Falwell and Pat Robertson) will encourage their sheep, er, flock, to surf here and help keep it running. Spotty could start hosting "faith healings online" (Trevor in South Carolina, your syphillis is healed by the Light and the Resurrection!). 
Of course, we'd lose all that once Shug or RM used the f-word in the non-Biblical sense :D

Well, I'd use IFrames if it weren't for all those users not using latest browsers (I actually get mail from people using WebTV!!)...
Old frames, I'm not a lover of those, even if, yes, they would save bandwidth for sure for the header...
The viewstate is useful, but it's evident I would benifit from putting the viewstate in the session state instead, although I still have no idea why the main page of this website still has a viewstate when I disabled it, there is still some problems with ASPX...
