Same here, where in Australia mobile phone calls have only dropped by 1%. 
I'll try sending one this afternoon, Shug. Had some probs sending tones to other phones but I'll give it a go. I'll try "Vicious Streak", it's the shortest NO tone I've got. I have a few others, nearly all are midi files of the full song so perhaps not the best for a ringtone. Still, they're a good antidote to babyfuckincakes or other such ringtones that assault the senses these days.

as for the nokia shugv, you shouldve hanged on a bit for the new motorola V3 an utterly amazing looking phone that has poly built in but also has full mp3 support for ringtones whooooooooooo.
so any sng ,new order or not can be yer ringtone,though i wont be using slow jam or shellshock
