Mr. Sumner himself said this as recorded on the BBC's TX documentary on New Order. Bernard said someone gave him a tape with Holiday on it and he liked the bass line from it.

Even better, Neil Tennant said that Getting Away With It was a song about Morrisey.

But yeah, it's a good listen, in spite of some of the segments being recycled from the 1988 Substance Doc. Of course Mr. Wilson still repeats himself, no matter what year it is.
