The story about this is that they sampled the infamous London writer (and legendary boozer) Jeffrey Bernard - someone correct me if I've got his name wrong as it's twenty years ago! - saying that sentence.
Jeff got to hear about it and protested so they removed his sampled and just used his words, spoken by Hooky, although it's so far back in the mix, you really have to turn the bugger up to hear it and then risk inverting your speaker cones as the drum machine kicks off the music.
Strangely, I'd been working on a version of this for years in the key I thought it was in and later found a MIDI file of it which was in a different key, the latter being the correct one so I'd been working on it off and on for years in the wrong key! I hasten to add that was maybe only slightly different and not using a vastly-different scale.
It's one of the finest songs they've ever written and it's a pity they don't play it live more often. It's on Pumped Full of Drugs.
