A: The answer can actually be found hidden in the track that precedes it on the album - "Elegia".

I've got a very early version of this from Zurich in 1984 and Barney seems to be making the lyrics up on the spot and it's all about Switzerland. Most of these lyrics got dropped but that line seems to have stuck.
It was indeed Switzerland - many of the 84 tour versions have the line "Switzerland is a wonderful place, it plaes my England into disgrace". Despite this, he still slagged it off in an interview around the same time, legendary Barney irony perhaps ?
Jeez...and here for all these years I thought it was the states...

I believe he's singing about London, or perhaps Luton - the South of England at the very least.
And when he sings 'pales MY England' Barney's obviously referring to 'his' special little bit of England, ie. the North: whippets, flat-caps, clogs, rain, etc.

My mate ended up at uni there too (out of a lack of anything better to do I think!), and has many a grim tale to tell.....to be fair, it must be bad if it she legged it straight back to lovely 'still living in the Depression' Gateshead after only a few months.....
Then again, maybe she was just missing her whippet and her pigeons ;)
