For me, Weirdo is a nice little tune that holds the attention for 2-3 minutes but that's all it is. A burst of jamming energy with a daft chorus that works really well in context of the album as a whole.
As far as being a single goes, New Order's singles of the period '85-'87 were all powerhouse synthpop anthems (TPK, BLT, True Faith) that will always be considered as classic singles; SOTN or Shellshawk not withstanding of course.
If you try to shoe horn Weirdo amongst the best 12"es of that period it really shows it up as a weak track for the charts; it's only about 2 and a half minutes as well.
So no, it shouldn't have been a single.
