It would initially appear that a colon without a list is incorrect, however, the question mark could make it viable ... but then the semi-colon is redundant?

Without any pieces of my own to move, checkmate would seem inevitable, provided cheating hasn't occured.

A semi-colon would not work in the Frodo question; if I agreed before that a colon's only proper use was with a list, I erred.
