Confusion "W,R,W,R" meaning

Does anyone know if the opening lines to Confusion ie. "W/R/W/R and" blah blah blah has any particular meaning?

To me it always sounded like a count in.

Yes, I think its a New York City radio station that was pretty hip back early to mid eighties that was sampled for this track. Think so... :)

Another good one is the yelp from Barney at the beginning of the Temptation 12". I think it was described in the Retro sleeve notes, but Hooky said it was because he ran into the studio with a handful of snow and dropped it down Barneys back inside his shirt.
