When they were recording Movement and Hooky was on the vocals, the following conversation was heard:

Barney: "Hooky, if you are going to sing, what am I going to do?" Hooky: "Well Barney, can you boogie?" Barney: "Yes Sir, I can boogie, I can boogie all night long."

Hence, ICB = I Can Boogie.
