That looks like something that's been done on paint and taken about five minutes - I hope this is just a promo cover.
It'd fit in with the Krafty promo, if and only if its the prom of the album.
It has the band name on it, it can't be the album 
Well they got the apostrophe right and that's a relief.
However the font doesn't match the Avant-Garde style of the Krafty promo/retail releases. Which is atypical of Saville.

I understand Saville had no time, but that is... UGLY... I hate orange!

sort of post-post punk... deconstructing the art to the simplist form. or maybe its a promo cover like the krafty single has a simple promo cover
it should just have the No on the cover with no band name... it's like it has the bands name twice
or maybe Saville is saying "waiting for the sirens' call is the actual title... ? WTF is up with that!! "
this is beyond minimalism! Next album we'll have to it ourselves

The sleeve itself is crying out its feeling in text upon seeing itself in the reflection of its jewelcase.
what would be better if the cover has the pic of band, or has a cop siren lights flashing or is hologrammed.
I have to admit, I love it.
I'm really confused as to why Krafty's and WFTSC's fonts are different, though...
How much does Saville get paid to do one of these? Not that this is bad, but does anyone here think they couldn't do at least as well as this?
I kind of like it. This will really stand out and draw some attention at the record stores. And I think its simplicity reminds me somewhat of Substance. 
I also agree that they should not have spelled out New order.

Look at the cover of Substance. Not much there, but its a classic.

I have Krafty's promo just in front of me.. the fonts are the EXACT SAME.
Just that you only have 2 caps on the promo, so you have to check with the lower case letters.
To proove my point:
Only difference, the album font is BOLD.
I bet it's embossed like Krafty's promo...

Um...Saville has created a post-post-postmodern/minimalist masterpiece. Translation: IT'S CRAP!
Even the Krafty cover is better than that. I sure how that's just a promo cover, because I mean....man. 
This from the guy who brought us such revolutionary covers as a bowl of flowers and some floppy disks.
Still, it's a bit better than the cover of Substance. 
Oh my!! i bet this isn't the final artwork for the cover, I don't think NO/Saville would miscalculate and have a design this sparse. They need an aesthecially pleasing cover to capture more of an audience. Substance was different and could get away with it since it was a greatest hits album and at that point already built a fan base. This is a rebound album from the lifeless "Get Ready" effort and the design should be stronger and more eye catching then just letters of NO on the damn cover!!

its very eye catching, and he should have left the full band name off the front cover... then everybody would stop when they see it, pick it up and say "WTF is this?"
whether that is a positive response or a negative response, thats a matter of opinion. it is attention getting.
i can see how many will be left scratching their heads
but i kinda like it
the original Substance (New Order one) was very balanced, classy simple dignity, classic font, and, well, orderly. this cover is the exact opposite in ways... bold, unbalanced, a modern font, higher case following it's own rules.
from what has been said before and with the "Krafty" cover, I thought he was going to follow sort of a "traveling" theme.... since the traveling theme is present in a number of songs, maybe the sirens' call calling or whatever... guess that was a bad call
maybe they could have a remix album... black with a big "On" on the front, make them a matched set
I think it's pretty amazing, myself. It would be near perfect if they took the title and band name off it completely and just left the "No".
