I've been recently told by someone in the industry that NO had secretly re-formed and was in for a new album and a tour next Spring. Is that all bullshit or are they really hiding their cards well?

I highly doubt that. Given all the quotes I've heard in interviews from both Hooky and Bernard over the past few years...I really really doubt that.
Sounds like absolute bullshit to me, the level of animosity between Hooky and the rest seems to have actually got worse if anything, so it is very, very unlikely

Well, Hooky has talked about putting out the 7 WFTSC 2.0 tracks, if that counts as a new album. Bernard seems disinterested in interviews about these unreleased stuff, acts like he doesn't know.
Hooky should be in decent financial shape unless the nightclub is sucking all the UP/Closer tour money down the drain. Hook's Freebass was basically aborted and ignored by everyone.
Bad Lt. was rumoured to have lost money but who knows... but Bernard claimed that a new Bad Lt. album was either almost finished or almost started, and may involve Stuart Price or the Stuart Price stuff may be separate from Bad Lt... and the Stuart Price stuff is either almost done or has never been started.
Other Two is supposed to be active, but Steve will go whichever way they blow him, reportedly. Gillian said that Hooky was horrible, and it doesn't sound like Steve is on good terms with Hooky either.
So unless they are broke and getting together for some festival shows purely for the cash opportunity, it would seem unlikely.

Bad Lieu may have lost money, but didn't Barney say it cost £30,000 to make the BL album against the £500-600k for WFTSC? Throw in the BL live dates and surely they can't have lost that much.

I wouldn't really consider it a true reunion, just...New Order minus Hooky plus Tom Chapman. But it's for charity for Michael Shamberg, right? Maybe this is as close to a reunion we can see.

Could be they came to an agreement, release the leftovers and you can use the name? I think hooky is enjoying himself enough not to care now, but it would be very nice if he joined them again.
or maybe they've come to an agreement whereby the other 3 aren't going to sue Hooky over touring the JD albums, if he lets them use the name ?! all speculation though, and who really cares. I'll be going regardless :)

That would only make sense if Bernard or Stephen had been dead set against releasing the leftovers which I don't think they were. It looks like they were all in favour but couldn't decide the packaging.
Can 3/4 of the original line up and 1/4 of the 2.0 line up validate them continuing as New Order?
I think it can, and by the way I adore Hooky, been to several of his LIGHT-shows.

It could be argued that there are approx 4 incarnations of Neworder:
#1 - Hook, Morris, Sumner (1980 "from the Ashes Neworder") #2 - Gilbert, Hook, Morris, Sumner (1980-2001 "Neworder") #3 - Hook, Morris, Sumner, Cunningham (2001-2006 "Dadrock Neworder") #4 - Gilbert, Morris, Sumner, Cunningham, Chapman (2011-? "Charity Gig Neworder")
Only #2 constitues absolute Neworder but I'd be happy to watch any of them, particularly now Gillian's back.
Notes: Doesn't take into account numerous spats/breaks or occasional part-memberships. Term 'Dadrock' is used jovially.
